Low slope changes how the roof manages water

A flat or low-slope roof is not just a sloped roof with less pitch. Membrane seams, drainage, penetrations, insulation, edge conditions, and substrate compatibility become central to the scope.

Installation

TPO Roofing

Single-ply TPO systems with heat-welded seams. White reflective membranes can help reduce roof-surface heat gain when that fits the project design.

TPO guide →
Installation

EPDM Roofing

Synthetic rubber membrane systems that can be appropriate for certain low-slope applications depending on attachment, substrate, detailing, and project goals.

Installation

Modified Bitumen

Asphalt-based membrane systems used in a range of repair, recover, and replacement configurations depending on the existing assembly and approved installation method.

Repair

Flat Roof Leak Repair

Seams, flashing, drains, scuppers, penetrations, membrane damage, edge details, and other low-slope leak paths diagnosed before repair.

Roof repair →
Commercial

Commercial Flat Roofing

Low-slope roofing for office, retail, warehouse, multifamily, and other commercial properties where equipment, drainage, tenant impact, and closeout documentation can affect the project.

Commercial roofing →
Inspection

Drainage & Ponding Evaluation

Persistent standing water can point to blocked drains, inadequate slope, deflection, insulation layout, or another drainage condition that should be addressed with the roof system.

Roof inspection →

Choose the assembly, not just the membrane name.

The visible membrane is only one part of a low-slope roof. The system below and around it can change performance, cost, and repairability.

1
Deck & substrateWood, concrete, steel, insulation, existing roofing, and substrate condition affect attachment and preparation.
2
DrainageRoof slope, drains, scuppers, gutters, crickets, and low areas determine how quickly water can leave the roof.
3
Penetrations & equipmentHVAC curbs, pipes, walls, parapets, and other transitions often determine how complicated the detailing becomes.
4
Attachment & warranty requirementsMechanically attached, adhered, or other approved systems have different design, installation, and manufacturer requirements.

TPO vs. EPDM vs. modified bitumen

Compare what each system actually changes

TPO

Heat-welded single ply

TPO is available in reflective colors, including white, and uses heat-welded seams. GAF notes long-term heat and UV resistance for its EverGuard TPO products.

  • Reflective white options available
  • Heat-welded seam construction
  • Multiple attachment methods depending on system design
  • Membrane thickness and insulation are separate specification decisions
EPDM

Flexible synthetic rubber

EPDM is a long-established low-slope membrane option. The system design still depends on attachment, seam detailing, flashing, substrate, drainage, and the building's use.

  • Flexible membrane system
  • Commonly available in black membrane configurations
  • Seam and flashing details differ from TPO
  • Project-specific specifications matter more than a generic lifespan number
Modified Bitumen

Asphalt-based membrane system

Modified bitumen can be installed through different approved methods and may fit certain existing roof assemblies, repair strategies, or replacement designs.

  • Multiple installation methods exist
  • Cap-sheet and surface options vary
  • Existing assembly compatibility matters
  • Flashing, transitions, and drainage remain critical
When a flat roof deserves inspection

The membrane does not need to be visibly destroyed

01

Recurring leak

Leaks around seams, walls, drains, curbs, penetrations, or edges can travel before they become visible inside.

02

Persistent standing water

Water that repeatedly remains after storms deserves a drainage and substrate evaluation rather than another membrane patch by reflex.

03

Open seams or membrane damage

Punctures, cuts, failed laps, loose flashing, or damaged edge conditions can create localized repair needs.

04

Replacement planning

Before replacing a flat roof, inspect the deck, insulation, drainage, penetrations, existing layers, access, and equipment that will affect the new scope.

Flat roofing process

Inspect the assembly before choosing the membrane

Inspect

Review membrane condition, seams, flashing, drainage, penetrations, equipment, deck clues, and visible interior symptoms.

Define the Scope

Separate repair, recover, and full replacement, then identify the system, attachment, insulation, drainage, and flashing details that belong in the proposal.

Permit & Build

Confirm the correct Tampa-area jurisdiction, handle the applicable permit process, prepare the roof, and install the approved assembly.

Inspect & Close Out

Complete required inspections, cleanup, final walkthrough, and the manufacturer or project documentation that applies to the system.

Flat roof permitting in Tampa

City of Tampa and Hillsborough County are different jurisdictions

The City of Tampa maintains a dedicated roof-covering replacement permit process for residential and commercial roofing work. The published process separates application, fees, and inspections and treats the roof as a complete assembly rather than only the visible membrane.

Properties with a Tampa mailing address can also fall under Hillsborough County or another local jurisdiction. The address and scope determine which building department, permit process, and inspection sequence apply.

Address first, checklist second: we confirm the permitting authority before treating City of Tampa or Hillsborough County requirements as universal.
If storm damage is involved

Roof documentation and insurance coverage are different jobs

JA Edwards / Roofing Contractor

Roof condition & scope

We can inspect and photograph the flat roof, document membrane, seam, flashing, drainage, and impact conditions, and prepare the roofing construction scope.

  • Visible roof-condition documentation
  • Repairability evaluation
  • Repair, recover, or replacement estimate
  • Temporary protection when appropriate
Insurance Carrier

Coverage & claim decision

The carrier decides whether a reported loss is covered and applies the policy language, exclusions, deductibles, and settlement decisions.

  • Coverage determination
  • Policy interpretation
  • Deductible application
  • Claim payment or denial

Overall had a great experience with JA Edwards when we had to have our roof and gutters replaced due to hail damage. Miguel, our PM, guided us through every step of the process and was quick to address any areas of concern. The workers were professional and very thorough including the post cleanup process to make sure the area the left was how it was before the work. Would highly recommend to anyone else in need to roof work.

Wilson Rodriguez and his team did an outstanding job installing my new roof—all in a single day. I was initially overwhelmed by the thought of replacing my roof, but Wilson immediately eased my concerns. He took the time to walk me through the process and checked in periodically to make sure I felt informed, involved, and never stressed. From start to finish, he made everything simple, smooth, and completely stress-free. His crew was professional, hardworking, and paid incredible attention to detail, ensuring every aspect of the roof looked fantastic when they were finished. What really stood out was the cleanup—everything was left absolutely immaculate, with no trace of debris or materials anywhere. Joel and his crew did a good job with our roof. They identified problems causing leaks (bad flashing and pitch problem by a column) and fixed those. He also worked with our insurance company to get the claimed reopened and approved to have the roof replaced. They were very thorough and knowledgeable.

My roof was damaged by hurricane Milton in 2024 and after my neighbors recommendations, I chose JA Edwards of America to take care of this work. Joel and Edwin inspected the roof, showed me the damages and helped me to understand the replacement process. Few days before the start work, Joel provided me the work schedule detailing the activities and duration. During the work day, the crew was very professional and the work was very smooth, that I could keep working remote from my home office. The quality of work was excellent and they cleaned the work area afterwards. I highly recommend this company for your roofing work.

Joey and Eddie were making their rounds in my neighborhood and were offering a free inspection. This is how I first got involved with JAEA. Then hurricane come through. Filed claim with insurance and had some complications with them. Consulted with JAEA and they had an attorney to help with legalities. Needless to say it all worked and got the out of pocket expense cut down. Jay made sure everything was in order contract, billing, scheduling, installation and quality of my roof replacement. I am very happy with the service and the roof replacement. These men were very professional with a great attitude. Just like a business should be.

JA Edwards was incredible to work with from the moment we met after Hurricane Ian last year. Sebastian and Jay were incredibly professional, understanding and prompt with all communication and project details. Their public adjuster was on our side and actually got a little more out of insurance than expected. Truly and awesome company to have worked with. We LOVE the new roof. Couldn’t recommend more!
Tampa flat roofing questions

Flat-roof answers without pretending one membrane fits every building

JA Edwards works with low-slope systems including TPO, EPDM, and modified bitumen, along with flat-roof repair, replacement, drainage evaluation, flashing, and penetration work. The recommended system depends on the existing assembly, building use, drainage, substrate, insulation, and project requirements.

No. TPO can be attractive when a reflective membrane and heat-welded seams fit the building and design, but EPDM, modified bitumen, or another approved low-slope system may be more appropriate for a particular roof. The building and assembly should drive the recommendation.

Often, yes. Localized seam, flashing, membrane, penetration, or drainage problems can sometimes be repaired when the surrounding roof remains serviceable. Widespread deterioration, trapped moisture, unsuitable existing layers, or system-wide drainage issues can change the recommendation.

Persistent standing water can result from blocked drains, inadequate slope, low areas, structural deflection, insulation layout, or another drainage condition. The cause should be identified before assuming that a membrane patch will solve the problem.

Permit requirements depend on the property jurisdiction and project scope. The City of Tampa maintains a dedicated roof-covering replacement permit process, while other Tampa-address properties may fall under Hillsborough County or another building department.

No fixed savings should be assumed. Reflective TPO membranes may reduce roof-surface heat gain, but actual building energy use depends on insulation, HVAC, roof area, occupancy, building design, weather, and other factors.
